10 FAM 341  PURPOSE

a. Media monitoring and analysis work produced by the Bureau of Global Public Affairs (GPA) aims to provide Department policy makers with insights into the global media environment.  This work improves Department situational awareness and understanding of the information environment and enables a responsive approach to strategic communications.

b. GPA's Office of Analytics (GPA/ST/AN) and Office of International Media Engagement (GPA/GM/IME) lead the Department's media monitoring and analysis efforts, providing reports on narratives resonating among audiences of interest on topics relevant to U.S. foreign policy.  In addition, GPA's Office of Press Operations (GPA/PR/OPS) monitors reporting from limited media outlets that operate in the United States and closely follow Department developments, in particular, outlets that are members of the State Department Correspondents Association.

a. GPA/ST/AN distributes its analyses and reporting to a range of Department (and, as appropriate, interagency) stakeholders.  With respect to the Department, this includes regional and functional bureaus as well as missions and posts.  GPA/ST/AN maintains a distribution list that individual recipients are able to opt into or out of for its reporting.  GPA/ST/AN also hosts its reporting on its analytics platform.

b. Reports by GPA/GM/IME are published through IME's network of Regional Media Hubs and are available to Department (and, as appropriate, interagency) stakeholders. 

c.  GPA/PR/OPS distributes, and sends alerts on, relevant print and broadcast news items and select social media posts directly to the Office of the Department Spokesperson, GPA leadership, and domestic public affairs officers, ensuring timely awareness of breaking news and reporting trends.

The following products produced by GPA/ST/AN are focused on media monitoring and narrative analysis.

a. Daily Insights – The Daily Insights reports provide daily overviews of global media coverage by region.  The reports focus on trending narratives in each region as well as mentions of Administration officials relevant to foreign affairs.

b. Pulse Updates – Pulse Updates offer snapshots of global or regional media coverage surrounding special events or trips by the Secretary.  The reports provide an overview of media narratives surrounding the trip or event as well as analysis of coverage volume over time.

c.  Media Narrative Analyses – Media Narrative Analysis reports provide more in-depth insights into media narratives surrounding topics relevant to foreign policy priorities.  They offer a more nuanced and long-term look at what narratives are resonating among audiences and how narratives shift over time to inform strategic communications.

d. Regional and Global Alerts – Regional and Global Alerts explore regional or global media coverage surrounding major foreign affairs events.  The reports segment insights by region for Global Alerts and sub-region for Regional Alerts, surfacing differences in narratives resonating among various audiences surrounding these crises.

GPA's Office of International Media Engagement (GPA/GM/IME) produces media narrative reports to identify trends, sentiments, and impacts of media coverage in target regions and in key foreign languages.  For more information, contact GPA-IME-Press@state.gov.

GPA's Office of Press Operations (GPA/PR/OPS) provides raw news products and select social media posts directly to SPOX in preparation for the Department Press Briefing and throughout the daily news cycle to help inform leadership of up-to-the minute developments.
