CHANGING POST STATUS

a. When the rank of an established post is to be changed (i.e. a consulate raised to a consulate general or a consular establishment raised to a diplomatic mission or a legation to an embassy) as determined in accordance with 2 FAM 410 and 2 FAM 420, the regional bureau instructs the supervisory post to obtain the agreement of the foreign government to the change. Such agreement must precede any public disclosure of the action. Consular agencies are assigned to one of the three classes, dependent on the volume of business.
b. The effective date of the change in rank is usually the date of its acceptance by the host government. After notification by the supervisory post of the acceptance by the host government, the principal officer informs the local authorities and gives appropriate publicity to the new rank of the office. Appropriate changes are made in signs, seals, coats of arms, directories, and letterhead stationery.
