2 FAM 1451  INDIVIDUAL CONSULTANTS

Subject to budgetary and statutory limitations on the employment of consultants, departmental offices may employ individual consultants on a one-time or intermittent basis, as required to advise them in their respective fields of responsibility.  Selections of consultants shall ordinarily be made from a "standby" list of consultants.  This list shall be maintained currently by each office utilizing consultants on a recurrent basis.  Employment of consultants shall be initiated and effected in accordance with the applicable provisions of 3 FAM, Personnel.

2 FAM 1452  AD HOC GROUPS OF CONSULTANTS

When the advice of more than one consultant is desired on a particular problem, consultations may be held with such ad hoc groups on a joint basis so as to derive the added economies and benefits of group discussion and possible reconciliation of divergent views.  The office employing the consultants shall be responsible:

(1)  For arranging for joint conferences,

(2)  For the participation of other interested offices, and

(3)  For consulting with the Assistant Secretary for Public Affairs prior to arranging such conferences.

2 FAM 1453  EXPERT CONSULTANTS AT ROUNDTABLE CONFERENCES

From time to time, the Assistant Secretary for Public Affairs may arrange, in consultation with other appropriate offices, to have the Secretary invite small groups of expert consultants to roundtable conferences for an intensive exchange of views on major current policy problems for the benefit of the Department officers primarily concerned.  In planning for such meetings, primary consideration shall be given the need for public advice on substantive problems.  Secondary consideration shall be given to the public understanding that could be expected to ensue.  Expert consultants may be employed for such roundtables in accordance with existing statutory provisions and the applicable provisions of 3 FAM, Personnel.
