Various non-governmental groups present awards to federal employees. These awards reflect most favorably on the caliber of service performed within the federal service, and the nomination of qualified employees is encouraged.

a. The organizations sponsoring these awards request nominations at varying times throughout the year. Criteria for the selection of candidates and other details are embodied in announcements sent by these organizations to the Executive Secretaries of the Agencies Awards Committees. The announcements are disseminated to major operating areas of State, USAID, or USAGM in Washington, D.C. and to posts abroad, if applicable.
b. Nominations submitted for these awards are presented to the appropriate Agency Awards Committee by the Executive Secretary for consideration and final approval.
c. The full spectrum of awards should be reviewed when making a nomination to assure that the employee is being nominated for the most appropriate one. There is nothing to preclude recognition by the agency and a nomination for a non-Governmental award at the same time.

In most instances the non-Governmental awards are presented at gatherings, banquets, etc., sponsored by the organizations offering the awards.

a. An employee may accept an award, other than cash or an investment interest, with an aggregate market value of $200 or less if the award is given for meritorious public service or achievement by an organization with no interests that may be substantially affected by the performance/nonperformance of the employee’s official duties.
b. An employee may accept an award with an aggregate market value in excess of $200 and/or a cash award or investment interest for the purpose cited in 3 FAM 4864 a, upon a written determination by an agency ethics official.
