a. The Secretary’s Expeditionary Service Award is presented, on behalf of the Secretary, to State Department employees who have successfully completed year-long assignments to particularly arduous and difficult field locations outside established embassy or consulate facilities.
b. Award recipients receive a lapel pin and a certificate signed by the Secretary. The American Foreign Service Association (AFSA) promoted and fully supports this recognition.

a. The Assistant Secretary of a regional bureau or equivalent may request the Secretary’s approval to present Expeditionary Service Awards to State Department employees who meet the criteria of successful service during their year’s assignment, or longer, to arduous and difficult field locations.
b. The regional bureau is responsible for identifying eligible field locations where State employees work and live in exceptionally difficult circumstances, and for drafting a suitable citation for the Secretary’s approval.
c. The regional bureau will fund all costs for procurement of Expeditionary Service lapel pins and award certificates, and for the printing of approved citations on those certificates, and will also arrange for presentation of the Expeditionary Service Award in appropriate ceremonies.
d. The awards committee or approving official will vet the name(s) through the Office of Inspector General, Office of Investigations, before the award is approved.
