This section provides lists of geographic locations to identify countries and cities within the countries. The countries are listed alphabetically by the geographic area associated with the managing regional bureau (WHA—Bureau of Western Hemisphere Affairs; EUR—Bureau of European and Eurasian Affairs; EAP—Bureau of East Asian and Pacific Affairs; NEA—Bureau of Near Eastern Affairs; AF—Bureau of African Affairs; and SCA—Bureau of South and Central Asian Affairs) in 4 FAH-1 H-820, and include the two-letter alpha codes. The cities within the country are listed alphabetically under the country’s name with the appropriate city numeric codes. These lists relate to and supplement 4 FAH-1 H-431 and 4 FAH-1 H-435.
The U.S. government-wide Geopolitical Entities, Names, and Codes Standard (GENC), which is the U.S. Government’s profile of ISO 3166, Codes for the representation of names of countries and their subdivisions, is published in 4 FAH-1 H-830, as a replacement for the previously referenced Federal Information Processing Standards (FIPS) Publication 10-3. It provides a list of two-letter and three-letter alpha codes for countries, their dependencies, and areas of special sovereignty, and is alphabetized by the short-form name of the geopolitical entity.
The two- and three-letter country alpha codes are published by the U.S. Board on Geographic Names, as indicated above and in accordance with Public Law 89-306 (79 Stat. 1127), as implemented by Executive Order 11717 (38 FR 12315, dated May 11, 1973). The numeric city codes are provided by the General Services Administration, as published in Geographic Locator Codes.

The standard two-letter geopolitical entity alpha codes are prescribed for the interchange of data between and among agencies and between agencies and the public. Specifically, these codes are required in the Department of State’s real property and personnel records and GSA Real Property Owned and Leased Inventory reporting.
The two-letter alpha code is shown in parentheses following the geopolitical entity name. For example: Argentina (AR). The four-digit numeric city codes are required in personnel reporting to the Office of Personnel Management (OPM) and in the GSA Real Property Owned and Leased Inventory reporting.
