5 FAM 881 Inventory of laptops abroad

a. The Information Management Officer (IMO), systems manager, the Contracting Officer's Representative (COR), the Accountable Property Officer (APO) or designated employee should participate in the inventory of IT equipment (see 14 FAM 416.2 paragraph d).
b. The IMO, systems manager, COR, APO and the assigned employee must validate and reconcile Department laptop inventories at least annually in the Integrated Logistics Management System (ILMS). IMOs must implement a centralized Department laptop control and check out procedure, regardless of the purchasing office, as well as record and reconcile the information in the site’s official inventory system (e.g., ILMS Asset Management or WebNEPA) in a timely manner.
c. The assigned employee must immediately report to their IMO, Information System Security Officer (ISSO), Regional Security Officer (RSO) and the General Services Officer (GSO) if they suspect theft/loss, loss of control, loss of media, tampering, or abnormal functionality of the laptop. The GSO must immediately report stolen and missing laptops to the APO by completing form DS-132, Property Disposal Authorization and Survey Report, and follow up with an investigation.
