5 FAM 1411  AUTHORITIES

a. 5 U.S.C. 301—authorizes regulations for performance of agency business including custody, use, and preservation of agency records, papers, and property.

b. DOSAR 601.603-70 (b)(3)—grants the Department’s Library procurement authority for the acquisition of publications.

c.  American Library Association (ALA), Special Libraries Association (SLA), Association of College and Research Libraries (ACRL), American Association of Law Libraries (AALL), Medical Library Association (MLA)—provide standards to evaluate the quality of library resources and the effectiveness of library services.

5 FAM 1412  Library Users

All Department of State employees, including government officials from other agencies on detail to the Department, and interns are authorized users of the Library.  As such, they are entitled to borrowing privileges to the Library's physical collection, interlibrary loan services, and research services encompassing public open sources and the Department's records.

Every member of the Department with an OpenNet network account has full access to the electronic resources available through the Library's OpenNet website.  Retirees maintain borrowing privileges to the Library's print collection but no longer receive interlibrary loan services, nor have access to any online resources.  The Library may provide limited research support to retirees, but reserves the right to make that determination on a case-by-case basis factoring in the complexity of the request and available staff resources.

The Library’s facilities and resources are also available to employees of other Federal agencies and to the public for scholarly research, whenever:

(1)  The materials required are not otherwise available to the researcher;

(2)  The Library can serve the researcher without lessening its service to the Department of State; and

(3)  Security regulations found in 12 FAM, Diplomatic Security, are observed.

Library hours are Monday through Friday from 8:15 a.m. to 5:00 p.m., except for legal holidays.
