Art BanK, AUDIOVISUAL, PHOTOGRAPHIC, AND VIDEO SERVICES

6 FAM 1921  PURPOSE

a. The Office of General Services Management, Media Services Division (A/OPR/GSM/MS) plans and administers the audiovisual, photography, and video production programs for the Department of State.  The audiovisual support and video production staff:

(1)  Provides guidance and technical advice on all audiovisual and video matters;

(2)  Maintains liaison with Congress, the White House, and other U.S. Government agencies for requested services;

(3)  Analyzes and evaluates requests for audiovisual and video services and determines suitable methods of presentation;

(4)  Researches information for projects and writes copy or scripts when appropriate; and

(5)  Provides coordination and technical review of approved projects from development through completion including the purchase of audiovisual, production/post-production services from commercial firms.

b. A/OPR/GSM/MS also manages the Department's Art Bank Program in the Harry S Truman Building (HST) and some National Capital Region annexes.

6 FAM 1922  AUDIOVISUAL SERVICES

A/OPR/GSM/MS provides audiovisual services to the Department, the White House, Congress, U.S. Government agencies, and international organizations upon request.  Services include:

(1)  Set-up and operation of audio and simultaneous interpretation equipment, recording equipment, and public address systems for international conferences, meetings, and special functions including press briefings for the President and the Secretary of State;

(2)  Travel support for the President and Secretary of State for simultaneous interpretation support;

(3)  Video projection and/or large-screen TV support (including equipment and technicians) for showing presentations, graphics, videos and remote interactives in auditoriums, conference areas, and Diplomatic Reception Rooms; and

(4)  Loan of portable sound system equipment within HST for events outside the scope of audiovisual services support, such as office functions and gatherings, individual promotion/retirement ceremonies, and events that are not within the official business of the Department.

6 FAM 1923  PHOTOGRAPHIC SERVICES

A/OPR/GSM/MS photographic services include:

(1)  Documentation of events for historical purposes - the official photographers' primary role.  Photographic support includes coverage of events and personalities concerned with foreign policy such as signing ceremonies for treaties, swearings-in, international conferences, state occasions (including photographs of the President and the Secretary of State), and annual Department-wide awards and ceremonies;

(2)  Photographic support for graphic and technical projects;

(3)  Official portraits for Department principals (Deputy Secretary or equivalent rank and above), and other Federal agencies.  Department photographers will take official portraits in the Media Services Portrait Studio in HST, Room B258.  Processing of portraits may take up to two weeks and will be delivered by link to download digital files;

(4)  Loan of still cameras for official use when a photographer is unavailable, the event is outside the scope of staff support, such as individual or office award ceremonies, promotion/retirement ceremonies or other personal type events; or for clients' use to capture pictures for social media; and

(5)  Official photographers do not support quick turn-around requests for images for social media without the Chief of the Media Services Division's prior approval.  Clients should use Department issued devices, such as an iPhone or a bureau- or office-owned camera; or request the use of a loaner still camera to capture images for social media posting.

6 FAM 1924  VIDEO PRODUCTION SERVICES

a. A/OPR/GSM/MS video production services include:

(1)  Live and taped video coverage of events and personalities concerned with foreign policy such as signing ceremonies for treaties, international conferences, seminars, press conferences, and State occasions in the Harry S Truman Building;

(2)  Videotaping support for studio and remote productions such as training and information programs, Department officials' remarks, and original productions in support of Department programs and services.  Clients are responsible for all costs associated with a production including travel expenses, purchase of commercial footage, hiring of professional talent, and other necessary items;

(3)  Requests for videography from Department offices, other Federal agencies, and public news services;

(4)  Professional editing of videotaped material—adding music, graphics, narration, credits, and other necessary information;

(5)  Copy and distribution of any previously recorded program if the material is not subject to copyright laws; and

(6)  Loan of camcorder and tripod equipment for internal events when Video Production staff is unavailable or outside the scope of Video Production support, such as individual or office award ceremonies.

b. A/OPR/GSM/MS video production staff delivers all videos by link to the digital file.  Clients must provide completed/approved videos to the Video Captioning Program per Section 508 of the Rehabilitation Act of 1973 (as amended) which requires all federal departments and agencies to ensure that their electronic and information technology (EIT) is accessible to people with disabilities.

Department personnel must request audiovisual, photographic, and video services on Form DS-1141, Project Request, and submit it to DS-1141@state.gov.  The form is available on myData.

6 FAM 1926.1  Art Bank Program

The Art Bank of the Office of General Services Management, Media Services Division (A/OPR/GSM/MS/ART) manages a domestic fine arts program for the Department of State with a permanent collection of contemporary American works of art on paper.  The collection is designated a Heritage Asset as defined in 4 FAM 733.2.  This art is exhibited in offices and public areas of the Harry S Truman Building (HST) and some National Capital Region annexes through loans to approved Department officials.  The Art Bank also manages the Art Bank Gallery located in room 2934 of the George C. Marshall Wing of the HST Building.  Art Bank services include:

(1)  Acquiring a diverse collection of works on paper by contemporary American artists representing a broad range of media and styles;

(2)  Assisting bureaus in the selection and placement of artwork for individual offices, reception areas, and conference rooms.  Bureaus must follow A/OPR/GSM/MS/ART instructions for the care, handling, and safekeeping of the art.  Bureaus must ensure that borrowers comply with the terms of the loan agreement and return the works of art before reassignment or leaving the Department of State.  (See 14 FAM 411.2-10 for employee responsibilities related to U.S. Government property).  Failure to adhere to the terms of the agreement may result in ineligibility to borrow art and a reduction in the number of artworks available to the bureau;

(3)  Installing, moving, and removing all Art Bank artworks:  Art Bank staff are the only Department personnel authorized to install, move, or remove Art Bank artworks.  Art Bank staff may remove, return, or relocate art at any time.  Bureaus must notify the Art Bank two weeks before offices are to be renovated, refurbished, or relocated.  Bureaus are responsible for the repair or replacement cost for artworks damaged or lost during the term of the loan;

(4)  Conducting a biannual inventory of artworks in the collection;

(5)  Preserving the collection, including storage, framing, conservation, and restoration; and

(6)  Providing periodic exhibits highlighting artworks from the collection in the Art Bank Gallery.

6 FAM 1926.2  Requesting Art Bank Services

Bureau executive offices must submit a completed Form DS-1988, Art Bank Work Request, for all Art Bank services to A/OPR/GSM/MS/ART.  The Art Bank has final authority to approve loans and placement of art.  The Form DS-1988 is available on myData.  Additional information regarding the Art Bank Program is available on the Art Bank Program SharePoint site.
