EXTENSION OF INFORMAL GOOD OFFICES BY THE UNITED STATES

7 FAM 1061  GENERAL RULES AND PROCEDURES

a. Where the U.S. Government extends informal good offices on behalf of a protected power, posts should, in general, apply the same rules and procedures as for formal protection cases.

b. When a protected power, on whose behalf Foreign Service (FS) posts have extended their good offices on a special basis, establishes diplomatic or consular representation with the local power, the responsible U.S. consular officers should inform the newly established mission or consular office of any pending cases involving nationals for whom the mission or consular office must assume responsibility. 

c.  Where necessary, the responsible officer may turn over the files pertaining to such cases to the new mission or consular office, except those categories which constitute part of the archives of the U.S. Government as identified by the Department (CA, L/CA, L/DL and the Regional Bureau).
