Many foreign countries conduct overseas citizens voting related activities on behalf of their citizens in the United States.  This is not prohibited by the laws of the United States.  As 7 FAM 1510 explained, Article 5(f) of the Vienna Convention on Consular Relations (VCCR) does provide for certain administrative activities of consular officers and Article 5(m) VCCR provides for other functions of consular officers designated by the sending State not prohibited by the receiving State.  Some bilateral consular conventions make specific reference to activities such as overseas voting and census taking (see 7 FAM 500).  Activities related to foreign elections carried out by foreign diplomatic and consular officers in the United States should be conducted in a manner consistent with U.S. laws and regulations.
