Electronic Request for Passport Services

a. The electronic Request for Passport Services (RPS) is used exclusively by the Special Issuance Agency (CA/PPT/SIA) in the adjudication of diplomatic and official passports for permanent change of station assignments of Department employees and eligible family members (EFMs).  The RPS is typically generated by Human Resources.  E-mail GTM-EX-IDS@state.gov to inquire.

NOTE:  Form DS-1640, "Request for Passport Services," which was the paper equivalent of the RPS, has been discontinued.  The paper form DS-1640 was generally acceptable when there were system problems generating the RPS.

b. The RPS is accepted in lieu of a travel authorization from the Department as evidence of entitlement to a diplomatic passport (see 8 FAM 503 for more information on adjudicating diplomatic passports).  The RPS is typically used to add an EFM when a travel authorization cannot be amended or produced in a timely manner.

c.  Department employees on a detail with the Department of Defense must travel on official passports, not diplomatic passports.  Request the RPS from the Department by emailing GTM-EX-IDSD@state.gov and the letter of authorization from the POL Mil office, PM/SDI.

d. CA/PPT/SIA uses the RPS to determine the applicant's entitlement, the passport endorsement text (see 8 FAM 505.2), the validity period of the passport, and where to deliver the completed passport by verifying:

(1)  The bearer/sponsor's employment with the Department;

(2)  The sponsor's name;

(3)  The bearer's/EFM's need to travel;

(4)  The length of the tour; and

(5)  The current post of assignment of the bearer/sponsor.
