a. 9 FAM is designed to be a comprehensive, useful tool for consular officers.  It follows this overall structure:  An introduction, 9 FAM 100; general visa information including points of contact within the Visa Office (VO), 9 FAM 102 and 9 FAM 103; non-visa travel or travel with other documents, 9 FAM 200; eligibility overview 9 FAM 301 and grounds of ineligibility, 9 FAM 302; namecheck, biometric procedures and systems, 9 FAM 303; advisory opinions and clearances, 9 FAM 304; nonimmigrant and immigrant visa categories, 9 FAM 400 and 9 FAM 500; and visa unit administration and management, 9 FAM 600.  References are given to the relevant statutes and regulations.  Any section marked Sensitive but Unclassified (SBU) can only be found on the Intranet, not the Internet, and is not intended for the public.  You can find additional guidance on the visa pages of the Consular Affairs' intranet site, CAWeb.

As noted in 9 FAM 101.1, 9 FAM provides policy and procedural guidance regarding visa application, adjudication, and issuance.  For questions of policy and procedure that you cannot find in the FAM, contact your liaison officer in the Office of Field Operations (CA/VO/F).  For security related questions, contact the Office of Screening, Analysis and Coordination (CA/VO/SAC).  See also 9 FAM 102.6-1, Introduction to the Visa Office, for more information on VO office organization and functional responsibilities.  For questions regarding interpretation of law, contact the Office of the Legal Adviser for Consular Affairs (L/CA).
