10 FAM 171  COMMEMORATIVE U.S. POSTAGE STAMPS ON FOREIGN AFFAIRS

a. All requests to the U.S. Postal Service for commemorative postage stamps on subjects related to foreign affairs emanating from the Department of State and the Agency for International Development should be directed to the Assistant Secretary of State for Global Public Affairs (GPA).  This plan will enable the Department to weigh the merits of the various requests and to recommend to the Secretary of State those deserving the Department’s support.

b. An average of only 15 commemorative postage stamps are issued annually out of more than 1,000 requests received by the Postal Service.  Among criteria established by the Postal Service for these stamps are that they shall not be issued on living persons, and not before the 10th year after their death, and preferably on significant anniversaries of their birth; that is 100th, 150th. Events of historical significance to be honored should begin with the 50th anniversary preferably, and thereafter at 50-year intervals.  International events or anniversaries likely to be the subject of a special stamp by the United Nations Postal Service would normally have a low priority.

c.  Requests should be made preferably 18 months in advance of the proposed date of issuance of the stamp.
