12 FAM 071  PUBLIC AFFAIRS AND OUTREACH

Public Affairs (DS/DSS/PA) manages the media and public information program for the Bureau of Diplomatic Security (DS).  It serves as the sole conduit with the Bureau of Global Public Affairs (GPA) to address media inquiries related to DS and the Department’s security and law enforcement activities.  In this capacity, it:

(1)  Serves as the sole DS spokesperson to the media;

(2)  Handles all media inquiries and related issues for DS directorates and offices, in coordination with appropriate offices in the Bureau;

(3)  Conducts all media outreach to enhance the identity and brand of DS;

(4)  Manages and implements all facets of the Bureau's brand identity, in coordination with GPA;

(5)  Supports DS by coordinating activities related to public forums with governmental and non-governmental entities;

(6)  Manages and oversees all crisis communications for the Bureau; and

(7)  Chairs the DSS Communications Working Group, which assists DS/DSS/PA in developing effective communication strategies and policies for the Bureau.  See 1 FAM 262.8 for additional activities.

12 FAM 072  PRESS AND MEDIA OUTREACH

12 FAM 072.1  Press and Media

a. DS/DSS/PA works closely with GPA to ensure that all press, media, and public inquiries related to DS are accurate and timely.

b. DS/DSS/PA prepares press guidance as required for the Department’s spokesperson and coordinates all interaction between the media and the Bureau.

c.  DS/DSS/PA works with other Federal, state, and local law enforcement organizations and the U.S. Department of Justice (DOJ) to ensure that all press releases about cases involving DS investigations are accurate and, as appropriate, provide prominent attribution acknowledging DS's role.

12 FAM 072.2  Public and Media Outreach

a. DS/DSS/PA leads the media outreach effort by identifying and contacting media to issue information about DS programs, investigations, and other activities.

b. DS/DSS/PA serves as the sole DS contact for intergovernmental collaboration related to public affairs activities about DS programs, investigations, and other DS-related matters.

c.  DS/DSS/PA serves as the sole liaison with GPA for all DS public outreach activities and projects.

d. DS/DSS/PA supports a proactive public outreach effort by regularly developing DS online, print publications, and other multimedia materials that highlight the services, programs, and Bureau's accomplishments.

e. DS/DSS/PA supports a range of DS information programs abroad for the Foreign Service community, and for other U.S. citizens living and working abroad through the Overseas Security Advisory Council.

f.  DS/DSS/PA coordinates clearances for DS employee participation in public forums with governmental and non-governmental entities and arranges speaking engagements for Bureau leadership.

g. DS/DSS/PA works with the DS Front Office and the director of the Diplomatic Security Service, DS directorates and offices, and other bureaus and offices as necessary--including GPA--to ensure appropriate review and clearance in advance of all DS public outreach efforts.

12 FAM 072.3  Publicity Materials

DS/DSS/PA coordinates the design and development of the Bureau's online, printed, and multimedia materials intended for public release--specifically brochures, fact sheets, posters, special publications, and informational videos that describe DS's mission and activities.

12 FAM 072.4  Digital Properties

a. DS/DSS/PA manages and oversees all public messaging for the Bureau using digital platforms (e.g,. Facebook, Twitter, Instagram, DS Internet, etc.).

b. DS/DSS/PA, in accordance with 10 FAM 186, oversees all DS social media pertaining to Bureau programs and activities.

12 FAM 074.1  Internal Communications

a. DS/DSS/PA advises and assists the Assistant Secretary and the director of the Diplomatic Security Service on internal communications within the Bureau.  In this capacity, it assists Bureau principals in keeping DS personnel connected, informed, and engaged through communications products (e.g., newsletters, messages from leadership, etc.)

b. DS/DSS/PA manages the content of the Bureau's internal landing page, with technical assistance provided by the Office of the Chief Technology Officer (DS/EX/CTO).
