MANDATORY TRAINING FOR DIRECT-HIRE EMPLOYEES

13 FAM 301.2-1  Mandatory “NO FEAR” ACT TRAINING (PT401)

a. To meet the requirements of the Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002 (Public Law 107-174), also known as the “No FEAR Act,” Department of State employees are required to complete training on the rights and remedies applicable to employees on the laws prohibiting discrimination and retaliation in the workplace.  The prescribed FSI course is the online course No FEAR Act Training (PT401).

b. The training is mandatory for:

(1)  U.S. citizen Department employees irrespective of geographic location or assignment; and

(2)  Non-U.S. citizen employees who are located within the territorial United States.

c.  All new hires in the above categories are required to take and pass the No FEAR Act course within 90 days of entry on duty.

d. Additionally, all personnel covered by this training requirement are also required to re-take and pass the No FEAR Act course every 2 years.

e. It is not required, but strongly encouraged, that personal services contractors take the No FEAR Act course.

f.  It is primarily each employee’s responsibility to ensure they complete any mandatory training requirement identified in this subchapter.

g. Individuals can enroll for No FEAR Act training online through the FSI OpenNet Web site.

13 FAM 301.2-2  ORIENTATION TRAINING

a. As directed by the Director General of the Foreign Service and Director of Human Resources, all new direct-hire State Department Civil Service and Foreign Service personnel serving on permanent-type appointments are required to complete the applicable FSI orientation program:

ˇ         Civil Service – Civil Service Orientation (PN127)

ˇ         Foreign Service Generalist – Orientation for Foreign Service Officers (PG101)

ˇ         Foreign Service Specialist – Orientation for Foreign Service Specialists (PN106)

ˇ         Locally Employed Staff - Orientation for Locally Employed Staff (PN410)

b. Civil Service employees must complete Orientation (PN127) within 90 calendar days after entry on duty with the Department.  This requirement includes all Civil Service employees transferring from another U.S. Government agency.  Civil Service employees entering on duty prior to January 1, 2014, are exempt from this requirement but are encouraged to enroll as space is available to ensure they are aware of key Department information in support of their continued career.  Civil Service employees entering on duty after January 1, 2014, who have not yet taken the course should enroll as soon as possible.

c.  Foreign Service employees required to take Orientation are enrolled by the Office of Recruitment, Examination, and Employment (HR/REE) at the time they are hired and enter on duty.

13 FAM 301.2-3  ethics training

a. Executive Branch-wide regulation (5 CFR 2638.704 and 5 CFR 2638.705) requires that the Department of State provide ethics training each calendar year for employees who are required to file annual financial disclosure reports. The online training course, Annual Ethics Training (PA454), satisfies a filer’s annual (calendar year) ethics training requirement.  The Office of Assistant Legal Adviser for Ethics and Financial Disclosure (L/EFD) oversees the implementation of this regulation.

b. Government-wide regulation requires Ethics Orientation to New Employees (PA451).  This online course is offered to Civil Service employees, Foreign Service employees, and Locally Employed Staff.

c.  Failure to complete mandatory ethics training may result in disciplinary action. Ethics training compliance may also be taken into consideration for awards, promotions, and other personnel actions.

13 FAM 301.2-4  PROMOTING INTERNATIONAL RELIGIOUS FREEDOM TRAINING (PP468)

a. Members of the Foreign Service (including outgoing Deputy Chiefs of Mission and Ambassadors, FS officer candidates, FS generalists, and FS specialists) and Civil Service employees in the 00130 Foreign Affairs series posted domestically or overseas, are required to take Promoting International Religious Freedom (PP468).  The training was developed to fulfill the Frank R. Wolf International Religious Freedom Act of 2016.

b. Other Civil Service employees and Locally Employed Staff who work on religious freedom may take this course.

c.  Employees subject to these requirements are required to complete PP468 not less frequently than once every 3 years.

13 FAM 301.2-5  PREVENTING HARASSMENT AT STATE training (PK405)

a. As directed by the Secretary, 19 State 43344, Preventing Harassment at State covers anti-harassment policies at the Department.  All Department employees, Foreign Service, Civil Service, and Locally Employed Staff are required to complete this distance learning course every other year.

b. Employees can register for the course at PK405 in the FSI course catalog.

13 FAM 301.2-6  mandatory continuity awareness training (PD580)

a. To meet the requirements of Federal Continuity Directive 1 (FCD-1), Department of State direct-hire employees are required to complete training on federal continuity programs. The prescribed online FSI course is Continuity Awareness Training (PD580).

b. The training is mandatory for Department direct-hire employees irrespective of geographic location or assignment.

c.  All new hires in the above category are required to take and pass this course within 90 days of entry on duty.

d. Individuals are required to re-take and pass Continuity Awareness Training (PD580) course every two years.

e. It is each employee's responsibility to ensure they complete the training requirements.

f.  Individuals can register for Continuity Awareness Training (PD580) in the FSI course catalog.
