a. Section 704 of the Foreign Service Act of 1980 (22 U.S.C. 4024(c)), as amended, authorizes the training of eligible family members.

b. Section 705 of the Foreign Service Act of 1980 (22 U.S.C. 4025), as amended, authorizes the making of grants to eligible family members for training.

a. It is the policy of the Department of State, USAID, and the Department of Agriculture to assist family members of mission or foreign affairs employees to acquire the knowledge and skills, including foreign language proficiency, which may be beneficial when accompanying their employee-family member abroad.  The Department of Commerce, only, authorizes language training for spouses who are expected to accompany the employee to post.  It is an optional expenditure.  Such training may be authorized when budget permits.

b. The Foreign Service Institute (FSI) has the responsibility for providing, to the extent that resources permit and space is available, appropriate training for family members of Foreign Service and other U.S. Government personnel prior to assignment abroad.  The FSI program may include appropriate training for eligible family members of all ages.
