14 FAH-3 H-511 BACKGROUND

a.  The Federal Acquisition Reform Act and Office of Federal Procurement Policy (OFPP) Policy Letter 05-01, require Federal agencies to have a system for certifying and reporting the completion of all required courses and on-the-job training. Certification is discussed on the A/OPE GA Acquisition Career Management (ACM) site at https://usdos.sharepoint.com/sites/A-OPE/PO/SitePages/ACM.aspx. The Federal Acquisition Institute (FAI) has implemented a U.S. Government-wide, Web-based system (FAI Cornerstone onDemand, or FAI CSOD) for tracking acquisition workforce training and certifications.

b. FAI CSOD is a secure government-wide web-based system that allows acquisition workforce members to apply for government sponsored training and Federal Acquisition Certifications (FACs) such as FAC-P/PM, FAC-COR, and FAC-C.  Use of FAI CSOD allows the Office of Federal Procurement Policy (OFPP) in the Office of Management and Budget (OMB) to collect government-wide acquisition workforce information and to maximize acquisition training opportunities. FAI CSOD provides an accepted system for all civilian agencies to verify acquisition workforce certification and training across agencies.  OMB has mandated the use of FAI CSOD by all agencies for applying for acquisition training as well as certification.

c.  OMB/OFPP requires all domestic acquisition workforce members: Contracting Officers, Contract Specialists, Contracting Officer's Representatives (CORs) and Program/Project Managers to register in FAI CSOD by creating a profile.  Refer to FAI.gov for profile creation assistance and help desk inquiries. For overseas contracting personnel, refer to the A/OPE GA Acquisition Career Management (ACM) site for requirements.

d. With the exception of training delivered by FAI, Department of State employees are required to sign up for internal and external training through the Department’s official corporate training system—the National Foreign Affairs Training Center’s (NFATC) Foreign Service Institute’s (FSI) Student Information System (SIS). Refer to 13 FAH-1 H-721 for more information regarding NFATC FSI training.
