14 FAH-4 H-341  DELIVERY of items to department facilities

(CT:DPM-27;   05-10-2017)

a. Official items originating in HST or Department annexes, addressed for delivery to HST or Department annexes, are processed by Internal Mail and Messenger Service (IMMS) contract personnel for the Department.

b. The IMMS will deliver items to designated mail stops at the following Department facilities in the Washington metropolitan area:

c.  Official items originating from HST and Department annexes addressed to domestic address locations not serviced by the IMMS should be sent to HST for postage (except Consular Affairs (CA) and Global Publishing Solutions (A/GIS/GPS).  CA and GPS are responsible for applying postage to their own outgoing mail.

d. The use of ILMS MMS to process mail and deliver accountable mail and correspondence is required.

14 FAH-4 H-342  DELIVERY of items to other agencies in the washington area

a. Security measures generally prohibit messengers from other U.S. Government agencies from making deliveries or retrieving items from the Department's mail operations centers at: HST, SA-1, SA-5 and SA-9.

b. Unclassified items:

(1)  The following Washington agencies have established regularly scheduled messenger service between their agencies and DPM/U (SA-32):

Central Intelligence Agency (CIA)

Department of Agriculture

Department of Commerce

Department of Defense, DIA

Department of Defense, DTRA

Department of Energy

Department of Homeland Security, ICE

Department of Homeland Security, USSS

Department of Justice, DEA

Department of Justice, FBI

Department of Justice, INS

Department of Treasury

Foreign Broadcasting Information Agency

General Services Administration (GSA)

Library of Congress

Marine Security Guard Battalion

Peace Corps

Special Procurement Center

USAID

Voice of America

(2)  Department official items that are addressed to agencies noted in subparagraph b(1) of this section will be delivered to SA-32 by IMMS.  For Department official mail addressed to other agencies that do not have pickups at SA-32, U.S. postage will be applied by IMMS or given to the responsible bureau for postage application if it exceeds the definition of a bulk shipment.  Bureaus should coordinate in advance with IMMS for postage reimbursement of bulk shipments; and

(3)  Department official items addressed to other agencies not listed in subparagraph b(1) of this section will be processed by the mail operations center at HST.

c.      Classified items:

(1)  Classified messenger service is available between the Department and SA-8, and is operated from the HST mail operations center in Room B437.  The mail operations center mails classified items through USPS Registered Mail,  addressed to all other agencies located in the Washington metropolitan area, (see 14 FAH-4 H-320).

(2)  DPM/C at SA-8 does not transport or deliver items to other Government agencies.  DPM/C will contact all agencies and individuals that receive items at SA-8 to make arrangements to pick up their items.

14 FAH-4 H-343  DELIVERY of items outside the washington area

a. The IMMS does not deliver items outside of the Washington metropolitan area.

b. For instructions on sending official unclassified items via official mail to domestic addresses outside of the Washington area, see 14 FAH-4 H-311.
