14 FAH-5 H-911 Ordering postal Supplies

a. Postal supplies needed to operate the Diplomatic Post Office (DPO) will be ordered through the Office of Diplomatic Pouch and Mail (A/LM/PMP/DPM). Customers shall send a request with a list of supplies by visiting the ILMS Self-Service Portal and opening an ILMS Support Desk ticket to DPM for assistance. Please note that if this is your first time using the ILMS Self-Service Portal, you will be required to first create a ServiceNow account. To do so, navigate to the Self-Service Portal through ILMS (OpenNet | Go Browser). We highly recommend saving these links as bookmarks for future use. Once there, select the “DPM/DPO/MMS AnswerPerson Policy Request card located in the bottom-right corner. Commonly used items are as follows:
· Rubber stamps (e.g., all-purpose date stamps, stamp cancellation devices)
· Enhanced Distribution Labels (EDL)
· Mail Transportation Equipment (MTE)
· Anti-Pilferage Seals
· AV-7 Envelopes (EP-410)
· USPS Posters/Visual Aids
· Blank Flight Tags
· UPU Labels
· Customer Directory Labels (Forwarding)
b. DPO supervisors are responsible for ordering priority flat-rate mailboxes, envelopes, and other priority mail supplies, along with USPS forms - (Certified, Insured, USPS Tracking etc.), directly from USPS Postal Store free of charge by creating an online USPS business account at store.usps.com. Customers also have the option of establishing their own personal postal store accounts at the USPS.

Ordering Postal Equipment:
(1) In accordance with the Tripartite Agreement, USPS does not provide postal equipment for DPOs. For initial DPO establishments, A/LM/PMP/DPM provides each post one 70-pound scale, one Universal Postal Union (UPU) label printer and one nontethered scanner and one mobile scanner based on DPM's discretion; and
(2) Post is responsible for purchasing additional equipment such as computer workstations and additional scales, scanners and printers. Post will verify with DPM to ensure the most current equipment types are purchased. For further questions on ordering supplies and equipment, please submit an inquiry through the ILMS Self Service Portal.
NOTE: Scales should be calibrated at a minimum, annually.
