ALLOCATION OF NONRESIDENTIAL SPACE

a. The post chief of mission/principal officer (COM/PO) allocates all U.S. Government-owned and leased nonresidential space to best serve the overall interests of the U.S. Government. (For allocation of residential space, see 15 FAM 238.)
b. Each agency’s principal representative will allocate its U.S. Government-held nonresidential space assigned by the COM/PO.
c. The U.S. Agency for International Development (USAID) mission director will allocate USAID properties and will report annually to the COM on the allocation and effective use of USAID properties (see 15 FAM 143 and 15 FAM 144).
15 FAM 132 Surplus NONRESIDENTIAL Space

a. Each agency’s principal representative must advise the chief of mission/principal officer (COM/PO) and the single real property manager (SRPM) when U.S. Government-held nonresidential space is no longer required for that agency’s needs. Principal representatives may not relinquish this space without COM/PO and SRPM concurrence. This requirement does not apply to those USAID properties that ultimately will revert to the government of the receiving state.
b. The COM/PO and the SRPM must inform all agencies at post of all available nonresidential space and must allocate such space based on the needs of the U.S. mission.
c. Upon the determination of the COM/PO and the SRPM, and only with the approval of the Bureau of Overseas Buildings Operations (OBO), excess nonresidential space will be deemed as surplus property subject to disposal as outlined in 15 FAM 500. USAID properties require the approval of the COM/PO and the Overseas Management Division, Office of Management Services, Bureau for Management, USAID/Washington (USAID/W - M/MS/OMD).
