1 FAM 131.1  Responsibilities

The Assistant Secretary for East Asian and Pacific Affairs (EAP):

(1)  Reports directly to the Under Secretary for Political Affairs (P);

(2)  Has the duties of an Assistant Secretary as stated in 1 FAM 112; and

(3)  Has substantive and coordinating responsibility for 1 FAM 130, Bureau of East Asian and Pacific Affairs (EAP).

a. The authority for EAP derives from:

(1)  22 U.S.C. 2651a and 22 U.S.C. 2656, which are the general authorities of the Secretary of State for managing the Department and conducting foreign relations;

(2)  Executive Order 12877 of November 3, 1993, amended Executive Order 12569 of October 16, 1988.  This amendment, related to the Compact of Free Association and Public Laws 99-239 and 99-658, delegated to the Secretary of State the responsibility of conduct of U.S. relations with the Freely Associated States;

(3)  Taiwan Relations Act of 1979 (Public Law 96-8; 93 STAT. 14), 22 U.S.C. 3301 et seq.  Executive Order 13014 of August 15, 1996 delegated to the Secretary of State most Presidential authorities in the Taiwan Relations Act.

(4) Section 107 of the North Korean Human Rights Act of 2004 (Public Law 108-333), 22 U.S.C. 7817, created the position of the Special Envoy on Human Rights in North Korea;

(5)  Section 7 of the Tom Lantos Block Burma JADE (Junta’s Anti-Democratic Efforts) Act of 2008 (Public Law 110-286) created the position of the Special Representative and Policy Coordinator for Burma; and

(6)  Other authorities, as appropriate.

The Special Envoy on Human Rights in North Korea (S/NKP) performs duties consistent with Section 107 of the North Korean Human Rights Act of 2004.

1 FAM 133.4  Special Representative and Policy Coordinator for Burma (EAP/SRB)

The Special Representative and Policy Coordinator for Burma (EAP/SRB) performs duties consistent with Section 7 of the Tom Lantos Block Burma JADE (Junta’s Anti-Democratic Efforts) Act in 2008.

1 FAM 134  Office of CHINA CoordinatION (EAP/CHINA)

a. The China Coordinator will lead the Office of China Coordination (“China House”), (EAP/China), reporting to the EAP Assistant Secretary (and via EAP to the Under Secretary of Political Affairs) and to the Deputy Secretary of State (D).  The Coordinator will also serve concurrently as a DAS in EAP responsible for EAP/TC.

b. Three Deputy China Coordinators will each lead, respectively: Bilateral Affairs, Global Affairs, and Strategic Communications and Engagement.  These Deputy Coordinators will communicate directly with other offices and overseas posts’ leadership across Departmental bureaus on behalf of the Coordinator and participate in the interagency’s IPC and Sub-IPC processes.

1 FAM 135  SENIOR OFFICIAL FOR ASIA-PACIFIC ECONOMIC COOPERATION (EAP/APEC)

The Director for EAP/RSP is responsible for:

(1)  Regional security, political-military, and political matters involving multi-country problems in the Asia-Pacific region;

(2)  U.S. participation in regional security;

(3)  Regional foreign assistance, policy planning, and program management activities for the Bureau; and

(4)  Supervision of the activities of the Bureau Congressional Adviser and Global Affairs Officer.

The Director of EAP/EP is responsible for economic policy in the Asia-Pacific region, as defined in 1 FAM 118.3.

1 FAM 137.8  Director, Office of Press and Public Diplomacy (EAP/PPD)

The Director of the Office of Press and Public Diplomacy is responsible for overseeing public affairs and public diplomacy policy and activities in the Asia-Pacific region by:

(1)  Building public understanding and support for U.S. foreign policy in the United States and the Asia-Pacific region, including by developing, coordinating, and implementing public messaging and engagement strategies with EAP posts and Department and interagency stakeholders;

(2)  Advising the Assistant Secretary and other Department officials on how to shape U.S. Government messaging for U.S. and regional audiences and on likely and actual domestic and EAP public reaction to proposed and current policies;

(3)  Generating and coordinating formulation of approved policy guidance for the Department Spokesperson, other senior officials, and U.S. missions in the EAP region;

(4)  Providing oversight and allocation of public diplomacy resources across EAP posts in alignment with global, regional, and national priorities; and

(5)  Serving as EAP liaison to the Department's Office of the Under Secretary for Public Diplomacy and Public Affairs, the Bureau of Global Public Affairs (GPA), the Bureau of Educational and Cultural Affairs (ECA), and the Global Engagement Center (GEC).

The Director for EAP/MLA is responsible for multilateral issues, including the Association of Southeast Nations (ASEAN), East Asia Summit (EAS), ASEAN Regional Forum (ARF), and the Lower Mekong Initiative (LMI).
