1 FAM 491.1  Responsibilities

(CT:ORG-659;   05-03-2024)

a. The Ambassador at Large for Cyberspace and Digital Policy (CDP):

(1)   Reports to the Deputy Secretary of State (D);

(2)   Formulates and implements the Department’s international cyberspace, information and communications technology (ICT) and digital policy;

(3)  Represents the United States on cyberspace policy, international telecommunications policy, internet governance, digital policy, digital freedom, and other diplomatic engagements, and leads ICT-focused diplomacy;

(4)  Leads the Department’s interagency participation in cyberspace and digital policy;

(5)   Has substantive and coordinating responsibility for 1 FAM 490, Bureau of Cyberspace and Digital Policy (CDP);

(6)   Has Departmental responsibility with respect to engaging the private sector and NGO community on developing and implementing policies and actions related to cyberspace, digital freedom, ICT, and digital policy;

b. The following directorates and offices serve under the purview of the Principal Deputy Assistant Secretary for Cyberspace and Digital Policy (CDP):

(2)  International Cyberspace Security (CDP/ICS)

(3)  Coordinator for Digital Freedom (CDP/CDF)

1 FAM 492  DEPUTY ASSISTANT SECRETARY FOR INTERNATIONAL INFORMATION AND COMMUNICATIONS POLICY (CDP/ICP)

a. International Information and Communications Policy (CDP/ICP):

(1)   Formulates and coordinates the implementation and oversight of international telecommunications and information policy;

(2)  Has substantive responsibility for implementation and oversight of the delegated responsibilities under section 35 of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2707) and may be designated as “U.S. Coordinator for International Communications and Information Policy,” subject to any applicable requirements under section 1(j) of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2651a(j)) or other applicable law;

(3)   Maintains liaison with executive branch departments, agencies, and offices involved with international communications; consults with these departments, agencies, and offices to formulate U.S. positions; and oversees participation in negotiations with foreign governments with respect to such positions; and

(4)   Has substantive responsibility for providing communication and information policy guidance to U.S. representatives to international organizations and maintains liaison with representatives and officials of foreign governments on communications and information policy issues in coordination with the Bureau of International Organizations (IO) and relevant regional and functional bureaus.

b. The following offices serve under the purview of the Deputy Assistant Secretary for International Information and Communications Policy:

(1)   Office of Multilateral Affairs (CDP/ICP/MA);

(2)   Office of Bilateral and Regional Affairs (CDP/ICP/BA); and

(3)   Office of Technology and Security Policy (CDP/ICP/TS).

1 FAM 493  DEPUTY ASSISTANT SECRETARY FOR INTERNATIONAL CYBERSPACE SECURITY (CDP/ICS)

a. International Cyberspace Security (CDP/ICS):

(1)   Formulates and coordinates the implementation and oversight of international cyberspace security policy;

(2)  Leads the Department’s negotiations in UN fora, in coordination with IO and relevant regional bureaus, on international security in cyberspace, including cyber capacity-building; cyber policy processes in regional security organizations (e.g., OSCE, OAS, ARF, AUC); cyber consultations or whole-of-government cybersecurity dialogues with partners; diplomatic efforts to counter adversaries in cyberspace; and coordination of the Department’s foreign policy guidance on interagency cyberspace activities;

(3)  Serves as the Department’s lead for interagency cyberspace security related policy processes; cyber deterrence efforts; and coordinating the Department's review of cyber operations.

b. The following offices serve under the purview of the Deputy Assistant Secretary for International Cyberspace Security:

(1)   Office of Global Policy, Plans and Negotiations (ICS/GPPN);

(2)  Office of International Engagement and Capacity Building (ICS/IECB); and

(3)   Office of Threat Management and Operational Coordination (ICS/TMOC).

1 FAM 494  COORDINATOR FOR DIGITAL FREEDOM (CDP/CDF)

Coordinator for Digital Freedom (CDP/CDF):

(1)   Integrates issues of human rights respecting digital technology governance,  digital information integrity, digital inclusion, online safety, and civic engagement in coordination with relevant parts of the Department and interagency; and

(2)  Leads integrated strategic planning for the subjects in (1), and defends against efforts to expand repressive, authoritarian, and inappropriate state-controlled practices in cyberspace in coordination and collaboration with other parts of CDP, DRL, GEC, and other relevant parts of the Department and interagency.

1 FAM 495  STRATEGY, PRograms, AND COMMUNICATIONS (CDP/SPC)

The Director for Strategy, Programs, and Communications (CDP/SPC):

(1)   Manages the Bureau’s foreign assistance programs, including the Digital Connectivity and Cybersecurity Partnership (DCCP);

(2)  Coordinates the Bureau’s strategic planning, monitoring and evaluation, public diplomacy, media, training, and legislative activities and affairs.

       Oversees the administrative services including human resources, financial and travel management, information technology, security, and logistical support for the Bureau in coordination with other relevant parts of the Department;
