The Department of State, established by the Act of July 27, 1789, provides the policy guidance and administrative support necessary to enable the Secretary to execute the responsibilities placed on the Secretary by legislation and the President.
2 FAM 012 FOREIGN SERVICE
Congress established the Foreign Service of the United States to represent abroad the interests of the United States under the direction of the Secretary of State. The modern Foreign Service was created by the Rogers Act of 1924 and developed and strengthened by the Foreign Service Acts of 1946 and 1980 as amended.
