EDUCATIONAL FACILITY REPORTING REQUIREMENTS

2 FAM 621 PURPOSE

To be considered for assistance, a school in a foreign country must submit to the Office of Overseas Schools (A/OPR/OS), certain comprehensive information, including, but not limited to the school bylaws, charter, articles of association, and school board membership. The school must complete a grant application (see 2 FAM 622.1)) and submit a PDF copy to post where the school is located and the application to A/OPR/OS. The post must submit a recommendation to A/OPR/OS (see 2 FAM 622.2). Schools that have received awards must submit a financial report on form DS-2028--Federal Financial Report to the A/OPR/OS Grants Officer and Grants Officer Representative. These schools must submit a final financial report to these officers 120 days after the period of performance end date (see 2 FAM 623).
2 FAM 622 REQUESTING ASSISTANCE UNDER THE OVERSEAS SCHOOLS ASSISTANCE PROGRAM

a. Generally, assistance that the Office of Overseas Schools may provide is in several broad categories:
(1) Salaries for U.S. citizen professional staff
(2) U.S. educational materials, supplies, and equipment
(3) Professional development
(4) Special Needs Services
(5) Social emotional well-being/mental health
(6) Special projects (including innovation, Board training, school-to-school, and other special projects)
b. Each school must submit requests in February for the following school year.
2 FAM 622.1 Online Grant Applications

a. Schools request assistance by using an online standardized grant application which allows a school to:
(1) Provide information concerning the school and its staff, student body, governing board, and finances which necessarily change from year to year; and
(2) Request financial assistance needed over and above normal school operating budgets that reflects long-term projects, offers special benefit, and keeps the school’s programs consistent with U.S. educational methods.
b. The school's chief management officer must complete the grant application in the approved standard format. The school’s governing board and responsible post official must review the grant application, which the official submits, together with a recommendation, to A/OPR/OS.
2 FAM 622.2 Post Recommendation

The post must review the grant application that the school prepares and make a recommendation on the request for assistance that the school submits to A/OPR/OS. The post recommendation must include a statement about the school’s ability to continue to meet the needs of dependent children of U.S. citizens under Chief of Mission authority engaged in carrying out U.S. Government activities at post.
2 FAM 622.3 Requesting Online Grant Application

Upon request from first-time users of the online grant application, A/OPR/OS will email the application form that contains the instructions and the user’s guide to the school and/or post. If the school is unable to upload the online application using email instructions, A/OPR/OS will send the school alternative instructions.
2 FAM 623 FORM DS-2028, OVERSEAS SCHOOLS GRANT STATUS REPORT

For each award, the recipient must submit annually to the post Form DS-2028, Overseas Schools Grant Status Report, as required in 2 FAM 616, and Article 12, Reporting and Monitoring, Financial Reports of U.S. Department of State Award Provisions.
