22 U.S.C. 4823 provides the authority for the Secretary to prescribe the qualifications required for the assignment or appointment to special agent positions within the Diplomatic Security Service.

3 FAM 2142  TRAINING REQUIREMENTS

All new special agent candidates and all special agent candidates seeking reappointment are required to satisfactorily complete the Criminal Investigations Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC).  Upon successful completion of the CITP program, all special agent candidates must satisfactorily complete all modules of the Basic Special Agent Course (BSAC) to be sworn in as special agents.

3 FAM 2143  ATTENDANCE EXCEPTIONS

a. Any special agent candidate who has previously completed FLETC CITP may request an exception from the requirement that the candidate successfully complete the CITP program.  The special agent candidate must apply in writing for an exception to attending CITP to the Assistant Director for Training (DS/T) with documentation supporting one of the following exceptions:

(1)  The special agent candidate worked outside the Department but continuously served in a GS-1811 position at another federal law enforcement agency or agencies, without a break in federal law enforcement service, and has previously completed FLETC CITP satisfactorily; or

(2)  The special agent candidate receives an offer to DS within ten years of successfully completing the CITP program.

b. A special agent candidate for reappointment who is seeking an exception to attending the BSAC program must write to DS/T and provide documentation that the special agent candidate has previously completed all modules of the BSAC program satisfactorily and has either:

(1)  Spent no more than five years in a position with a different skill code than FS-2501 or GS-1811 within the Department but still retained the employee skill code of FS-2501 or GS-1811 during that time; or

(2)  Worked outside the Department but continuously in a GS-1811 position at another federal law enforcement agency or agencies, without a break in federal law enforcement service.

c.  A special agent candidate who has successfully completed the basic training for special agents provided by the Federal Bureau of Investigation (FBI) or the Drug Enforcement Administration (DEA) may request an exception to attending FLETC CITP only; the special agent candidate must satisfactorily complete the BSAC training requirements.  The special agent candidate must apply in writing to DS/T for an exception from FLETC CITP, with documentation supporting the following:

(1)  The special agent candidate has worked outside the Department but continuously in a GS-1811 position at another Federal law enforcement agency or agencies, without a break in federal law enforcement service; and

(2)  The special agent candidate has previously satisfactorily completed the basic special agent training course provided by the FBI or DEA.

d. DS/T will inform the special agent candidate of the decision regarding the special agent candidate’s attendance exception request(s).  The decision of the Assistant Director for Training is final.
