Skill codes are four-digit indicators of work skills.  Skill codes are used in:

a. Position classification:  Position skill codes indicate the primary and other skills associated with a position's duties and responsibilities.  Position skill codes are used in conjunction with employee skill codes and staffing indicator skill codes to classify positions and to assign Foreign Service employees to Foreign Service positions, in accord with the annual instructions on open assignments.

b. Employee records:  Employee skill codes indicate the primary and other professional functions that an employee is generally expected to perform.  Employee skill codes are used in conjunction with position skill codes to assign Foreign Service employees to Foreign Service positions, in accord with the annual instructions on open assignments and with the career and professional development programs.

c. Workforce Planning: Staffing indicator skill codes are used for various workforce planning purposes, including but not limited to intake planning, promotion planning, and flow-through reporting and analysis.

The Office of Organization and Talent Analytics (GTM/OTA) maintains and administers the list of skill codes and skill code definitions used by the Department.  GTM/OTA consults with other GTM offices and Department bureaus to ensure skill codes and skill code definitions are current and representative of work performed in the Department.

3 FAM 2624  ASSIGNMENT OF SKILL CODES TO POSITIONS

a. GTM/OTA assigns position skill codes and staffing indicator skill codes to all Foreign Service positions, with the exception of those positions referenced in 3 FAM 2623(b), as part of its responsibility for Foreign Service position classification.  See 3 FAM 2656 for additional information.

b. The Office of Overseas Employment (GTM/OE) assigns position skill codes to positions that are encumbered by eligible overseas employees (as defined in 3 FAM 7000) and compensated on an FP pay plan (see 3 FAM 2655(d)).

The Office of Talent Acquisition (GTM/TAC) assigns primary skill codes to Foreign Service employees and authorizes employee primary skill code changes.
