The Functional Specialization Program (FSP) is a career mobility program that provides tenured FP-06 to FP-03 Department of State Foreign Service Specialist employees the opportunity to change their primary skill code to one of four functional specialties: Financial Management, General Services, Human Resources, or Information Management. The Bureau of Global Talent Management Resources Office of Career Development and Assignments Entry Level Division (GTM/CDA/EL) administers the FSP in coordination with the Office of Talent Acquisition (GTM/TAC).

To be eligible to apply for the Functional Specialization Program, an employee must:
(1) Be a tenured Department of State Foreign Service Specialist employee;
(2) Be in class FP-06 to FP-03; and
(3) Have at least two years of experience in his or her current skill code after the date of tenure as of the application deadline specified in the annual cable and notice announcing the FSP open season. Experience gained working for another agency or in a temporary position (such as PSC, EFM, or Schedule C) does not fulfill this requirement.
