3 FAM 2942 POLICY

a. The Department’s Reemployment Priority Lists (RPL) will be maintained in accordance with the provisions of 5 CFR Part 330, Subpart B. The Department will establish RPLs for each commuting area in which it separates employees. When the Department fills positions with candidates from outside the Department, employees registered on the Department’s RPL must be considered before anyone outside the Department can be hired.
b. A written policy will be established for each RPL established and maintained by the Department.

In accordance with 5 CFR 330.212, the Department of State will retain the option of allowing employees to register for positions with work schedules different from the work schedule of the position from which they were, or will be, separated.

In accordance with 5 CFR 330.213 the Department of State retains the option of varying the selection method by location for each RPL established.
3 FAM 2945 RPL Registration
3 FAM 2945.1 General

1. An RPL eligible who meets the eligibility conditions under 5 CFR 330.203(a) or (b) must submit an RPL Application package on or before the Reduction-In-Force (RIF) separation date or, if an RPL eligible under 5 CFR 330.203(b), within 30 calendar days after the:
(a) Date injury compensation benefits cease; or
(b) Date the Department of Labor denies an appeal for continuation of injury compensation benefits.
2. RPL Application package must include the following:
(a) RPL eligible Resume, Standard Form 50 (SF-50) and a copy of most recent Performance Appraisal.
(b) RPL eligible will register for positions at the same representative rate and work schedule (full-time, part-time, seasonal, or intermittent) as the position from which the RPL eligible was, or will be separated. Register for positions for which they are qualified and that have no greater promotion potential than the position from which they were, or will be, separated;
(c) RPL eligible can request consideration for a different work schedule than the one held per 3 FAM 2943; and
(d) RPL eligible to specify the conditions under which he or she will accept a position, including grades or pay levels, appointment type (permanent or time-limited), occupations (e.g., position classification series or career groups), and minimum number of hours of work per week, as applicable.

a. RPL registration expires two years from the date of reduction in force separation or two years from the date the Department registers the RPL eligible because of recovery from a compensable work injury under 5 CFR 330.206(a)(3)(i) or (ii).
b. An RPL eligible remains registered for the full 2-year period unless the registrant is removed from the RPL for a reason specified in 5 CFR 330.209.

RPL eligible persons are removed from RPL(s) once he or she meets the removal criteria outlined in 5 CFR 330.209.
3 fam 2947 APPLYING RPL PLACEMENT PRIORITY

RPL placement priority applies to:
a. Permanent and time-limited positions to be filled by competitive service appointment; and
b. The grade or pay level at which the Department fills the position. If a position is available at multiple grades or pay levels, placement priority applies at the grade or pay level at which the positions is ultimately filled.

The Department will not affect a permanent or time-limited competitive service appointment of another individual if there is an RPL placement priority candidate registered for the vacancy, unless the action meets the exceptions to RPL placement priority requirements outlined in 5 CFR 330.211.
