GTM/CSTM has the authority to classify Federal Wage System (FWS) positions in accordance with instructions issued by the Office of Personnel Management (OPM).

GTM/OTA is responsible for the application of the rates established by the lead agency or OPM to prevailing rate employees within the appropriate wage area under 5 CFR 532.

An FWS employee may appeal at any time the occupational series, grade, or title assigned to their position. The appeal must be submitted to the Department, specifically GTM/OTA. If the employee is not satisfied with the Department’s decision, they may then appeal to the OPM. Refer to 3 FAM 2640 for complete information on Department position classification appeals procedures. Information on OPM’s position classification appeal procedures is found in 5 CFR 532.
