The Franklin Award, named for Benjamin Franklin in honor of his distinguished service as a public servant and U.S. diplomat, recognizes the achievements of individuals in a variety of areas of importance to the Department. These areas are superior performance, customer service, innovation, teamwork, crisis management, and negotiation. The Franklin Award may be granted for a special act or superior performance. This award may also be presented for contributions specific to a bureau (i.e., trade promotion, financial management, and personnel administration). The award consists of a certificate signed by an appropriate bureau and/or post official and cash ranging from $200-$750. An employee may receive a maximum of four Franklin Awards per fiscal year.

3 FAM 4842 EXTRA MILE AWARD

The Extra Mile Award provides on-the-spot recognition for one-time, short-term efforts of special merit. This award is presented for outstanding productivity, high quality of service, timeliness of service, or for demonstrating extraordinary courtesy to clientele. The cash stipend may be granted in any amount ranging from $50 to $200, in $25 increments (i.e. $75, $125, or $175), depending upon the extent of benefit (i.e. to the section, division or bureau). An individual may receive a maximum of four Extra Mile Awards per fiscal year.

3 FAM 4843 TIME OFF FROM DUTY AWARD

a. The Time Off From Duty Award recognizes special acts or other efforts that contribute to the quality, efficiency, or economy of U.S. Government operations. Time off from duty is granted without loss of pay or charge to leave.
b. Full-time employees may be granted time off from duty up to a maximum of 80 hours during a leave year. They may be granted up to 40 hours of time off from duty for a single contribution.
c. Part-time employees may be granted up to the average number of hours of work in their biweekly scheduled tour of duty during a leave year. (Example: an employee with a biweekly scheduled tour of duty of 64 hours may be granted up to that amount of time off from duty during a leave year). For a single contribution, they may be granted up to one half of the maximum number of hours of time off from duty that can be granted during a leave year.

3 FAM 4844 LENGTH OF SERVICE AWARD

a. The Length-of-Service Award gives recognition to creditable service with the U.S. Government. All periods of service, whether civilian or military, that are creditable for leave and retirement purposes (exclusive of extra credit for service at unhealthful posts), are used in computing service for this award.
b. Service computation dates for U.S. employees are established and maintained in Washington (GTM/EX/SOD) for State; for USAID, they are maintained at M/HR/POD and M/HR/EM. Service computation dates for Foreign Service National employees are computed and maintained by the posts.
c. State or USAID must employ employees at the time the period of service is completed.

a. Each chief of mission is responsible for administering the Length of Service Awards Program, including establishment of procedures and arrangements for appropriate presentation by the agencies involved.
b. The area awards officers in State are responsible for ensuring that the Length-of-Service Awards Program is administered properly. For USAID, the Office of Human Resources (M/HR) is responsible for administering the Length-of-Service Awards Program for employees abroad.

3 FAM 4845.1 Chauffeur Safe Driving Award

The Chauffeur Safe Driving Award is given to full-time drivers for safety performance. Employees who have (1) driven one or more years without a preventable collision, and (2) whose driving performance is otherwise highly satisfactory are eligible for consideration. Official vehicle mishap reports must be reviewed prior to any nominations.
3 FAM 4845.1-2 Criteria for Selection

The selection criteria for a Chauffeur Safe Driving Award are as follows:
(1) Driving an official vehicle must be the primary duty of the candidate's full-time job;
(2) The candidate has not had a preventable collision, as defined by the National Safety Council’s Guide to Determine Motor Vehicle Collision Preventability, for the award period. The following types of collisions must always be considered preventable:
(a) All backing collisions where the driver backed into a vehicle or other object;
(b) All collisions with stationary objects (not including moving security barrier collisions when the official vehicle is stationary);
(c) All collisions from loss of official vehicle control due to weather or excessive speed for conditions;
(d) All collisions where the official vehicle struck the back of another vehicle;
(e) All collisions while an official vehicle is passing another vehicle; and
(f) All collisions resulting from driver distractions.
(3) For evaluating the preventability of other collisions, the National Safety Council guide is available on the Department’s Overseas Motor Vehicle Safety SharePoint site;
(4) Evidence of reckless driving and related safety complaints can be used to disqualify a driver. Such evidence includes written warnings given to drivers for violation of seat belt, cell phone, eating and smoking policies, as well as written passenger reports of excessive speed, distracted or aggressive driving. When such evidence results in suspension, the driver is disqualified;
(5) Failure to report an official vehicle collision or filing a false report will disqualify a driver; and
(6) The suspension or revocation of an operator's permit resulting from a conviction for a traffic violation involving an official or personal vehicle in the absence of extenuating circumstances will disqualify a driver.
Exception: The driver of any vehicle who is involved in a collision or sustains damage while taking evasive or direct measures to protect the lives of personnel under attack or in jeopardy will not be charged with a preventable collision when evaluating the Chauffeur Safe Driving Award criteria.

a. The Chauffeur Safe Driving Award is an annual award based upon consecutive years of safe driving; thus, any year in which a driver fails to qualify causes the driver to lose eligibility and necessitates starting a new series of consecutive years of safe driving.
b. The awards are made for each fiscal year. The driver continues to receive the maximum monetary award each year after five consecutive years so long as that employee continues to meet all eligibility requirements and is recommended for the award each year.
c. Cash awards will be given for safe driving and performance as listed below. (A congratulatory letter or a certificate or lapel emblem will accompany the cash award). See 3 FAH-1 H-4814 for procurement of certificates and emblems.

3 FAM 4845.2 Event Data Recorder Safe Driving Award
3 FAM 4845.2-1 Eligibility

a. The Event Data Recorder (EDR) Safe Driving Award is given to both full-time chauffeurs and incidental locally employed self-drivers who meet the selection criteria at overseas posts participating in the Department’s EDR program.
b. For chauffeurs to be considered eligible, they may not have taken leave for more than 4 weeks in the 6 month award period.
c. For incidental self-drivers to be considered eligible, they must have driven sufficient miles (or km) in the 6 month award period to be among the 75-percent of self-drivers at Post who drove the most number of miles (or km) in those 6 months.
d. Post must maintain adequate trip report records to track miles (km) driven by self-drivers.
3 FAM 4845.2-2 Criteria for Selection

a. The EDR database will serve as the basis for identifying eligible chauffeurs and self-drivers. For the 6 month award period, eligible personnel must meet the following criteria:
(1) No preventable collisions;
(2) No policy violations for unbelted drivers, eating/drinking, smoking, speeding, use of electronic device (cell phone, two-way radio, etc.), or tampering with the EDR; and
(3) Lowest cumulative 6 month risk scores among all eligible personnel (typically set at zero points, unless adjusted by the Safety, Health and Environmental Management (OBO/OPS/SHEM) Office for new posts).
b. Groups that do not implement Post’s progressive discipline policy for the following infractions will be disqualified:
(1) Speed policy violations: exceeding 75mph (120kph).
(2) Repeat hand-held cell phone violations (within 12 months of the first violation).
(3) Serious preventable collisions: collisions resulting in death, hospitalization, or total loss of an official vehicle.
Exceptions: Posts are not expected to disqualify the driver of any official vehicle who is involved in a collision or risky event while taking evasive or direct measures to protect the lives of personnel whom the driver reasonably believes are under attack or in jeopardy.

a. The initial list of drivers meeting the above criteria will be provided to Post by OBO/OPS/SHEM.
b. Post will review the list and determine who should be nominated based on eligibility outlined in paragraph 4845.2-1 above, and submit the final list to SHEM for final approval.
c. Locally, nominations will be made by the general services officer and referred to the Joint Country Awards Committee for action and disbursement of cash awards to the awarded individuals.

a. The EDR Safe Driving Award may be given at 6 month intervals. Once Post establishes a 6 month interval for their first awards, all subsequent 6 month award intervals must occur using the initial interval as a baseline.
b. The maximum cash award amount is $75 USD (paid in local currency). This maximum may be reduced depending on the total number of drivers nominated. A congratulatory certificate must accompany the cash award.
c. A nominee may receive up to 2 Event Recorder Safe Driving Awards in 12 months if they continue to meet all eligibility requirements.
d. Cash awards are subject to the availability of post and/or bureau funds.

a. For State: A cash award may be granted to an individual employee or a group of employees for sustained superior performance or a special act. A cash award for an individual may not exceed $3,000. The total amount of a group cash award may exceed $3,000 with no one individual in the group receiving more than $3,000.
b. For USAID: Cash awards for a special act may be granted to an individual employee or a group of employees. Cash awards for employees abroad in excess of $1,000 must be forwarded to the responsible Administrative Management Staff for approval by the Assistant Administrator. The USAID Administrator must forward cash awards for special acts in excess of $2,000 to the USAID Special Awards Committee for review and recommendation with final approval. The determination to fund Agency cash awards will be made on a fiscal year basis.
c. For USAGM: Cash awards for special act or achievement may be granted to an individual FSN employee or a group of FSN employees. IBB abroad station managers and IBB affiliate program managers have authority to approve awards at $1,000 and below. These awards are locally funded and processed. Award nominations above $1,000 must be forwarded to IBB, Washington, DC for approval and funding.
