Effective and equitable appeals mechanisms, both at the embassy and headquarters levels, are essential parts of the FSN Position Classification System. Managers, supervisors, and FSN employees have the right to appeal classification decisions.  All appeals must be made according to Washington Interagency FSN Position Classification Review Board requirements, procedures, and instructions in 3 FAH-2 H-400, Foreign Service National Position Classification.

The Washington Interagency FSN Position Classification Review Board is authorized to adjudicate classification appeals received from posts, and to resolve disputes concerning FSN position classification issues between agencies.  The Board may be directed to review other FSN classification issues referred by the Interagency FSN Human Resources Policy Coordinating Committee.

Unless specifically exempted by GTM/OE, embassies are required to establish an Interagency Classification Appeals Panel (ICAP) according to the instructions set forth in 3 FAH-2 H-400.
