FSN pay administration provides the framework (policies, requirements, procedures, guidelines) for applying the provisions of a local compensation plan (LCP) to accomplish individual employee pay adjustments and actions. Pay administration is affected by external requirements or requirements of the receiving state and considerations, and internal or organizational requirements and considerations. The pay administration policies and procedures in this chapter include promotions, within-grade increases, demotions or downgradings, movement from one pay schedule to another, and others that affect the pay determinations for individual employees. The pay administration regulations that govern a local compensation plan’s design, structure, rules, and procedures are found in 3 FAM 7500.
