a. Appropriate involvement by management, the supervisor and the employee in the performance evaluation process, including the proper use of performance evaluation reports, will facilitate the:

(1)  Strengthening of the supervisor-employee relationship;

(2)  Identification and discussion of work requirements;

(3)  Development and discussion of work goals and objectives which will serve as the basis for the employee’s end-of-year appraisal;

(4)  Identification of training and other developmental needs;

(5)  Recognition of outstanding performance;

(6)  Correction of deficiencies in work;

(7)  Performance counseling and optimal use of individual talent; and

(8)  Identification of unsatisfactory performance by employees.

b. Merit Based Compensation (MBC) is the primary program the Department uses for the performance management of Locally Employed (LE) Staff.  Subject to the availability of funds, MBC provides employees the opportunity to earn an annual monetary reward that will vary based on an employee’s individual level of performance and contribution to the Mission, thereby directly linking an employee's performance to the amount of reward received.  MBC guidance and procedures are maintained by GTM/OE in the MBC Toolkit available on the GTM/OE Performance Management page.

c. For those posts who have not yet adopted MBC, satisfactory or better performance is rewarded through the use of Within-Range Increases (WRIs) (formerly known as Within-Grade Increases (WGIs)).  Guidance on WRIs can be found in 3 FAM 7380 and on the GTM/OE Resource and Services page.

d. The performance of LE Staff shall be evaluated on Form JF-50 or JF-50D, “Employee Performance Report (EPR for LE Staff).”  The JF-50 applies to LE Staff under WRIs and the JF-50D applies to LE Staff under MBC.
