TELEVISION SERVICES AND EQUIPMENT

5 FAM 571  PROCUREMENT AND INSTALLATION

a. Television (TV) service and equipment may be acquired and installed at U.S. diplomatic missions, including principal officer, DCM and public diplomacy officer residences.  Installations at U.S. missions must conform to the Overseas Security Policy Board (OSPB), 12 FAH-6 H-310 section entitled Technical Threat Security Standards.  Television equipment is categorized as unclassified electrical and/or electronic equipment.

b. TV signals may be received via satellite or master antennas, or by accessing existing cable TV services available in the host country.

c.  TV service/cable installations must be made in accordance with applicable host country laws and regulations (e.g., licensing, zoning, safety codes, copyright, historical, preservation) and U.S. copyright laws.

    NOTE:  See 6 FAM 538 on video clubs, and cablecasting addressing U.S. copyright concerns.

    NOTE:  See 12 FAH-6 for references on specific sections of the OSPB standards containing detailed installation information such as antenna disconnect requirements, counterintelligence working group (CIWG) responsibilities and Top Secret-cleared U.S. citizen maintenance.

d. TV equipment must be procured and transported in accordance with 12 FAM 350 and 5 FAM 920:

(1)  TV services and equipment installations are post-funded upon Bureau approval.  At locations where cable or satellite services require pay-per-view or service other than flat fee, occupants must pay for personal use.

(2)  In secure areas, a Construction Security Plan may be required for some new construction or renovation projects prior to the procurement and installation of televisions in these areas.  (See 15 FAM 1010.)

(3)  Signal feeds must not transit areas where classified information is discussed or processed without the express approval of Diplomatic Security (DS).

5 FAM 572  TELEVISION RESPONSIBILITIES

5 FAM 572.1  Counterintelligence Working Group (CIWG)

Any operational requirement mandating television installations in the Controlled Access Area (CAA) must be validated by the post CIWG and conveyed to the Department in a cable, at the appropriate classification, summarizing the CIWG meeting.

5 FAM 572.2  Regional Security Officer (RSO)

The RSO is responsible for ensuring that all TV hardware or cabling is installed in accordance with current DS security standards, operational requirements and policiesThe RSO certifies that security measures are in place as specified in 12 FAM 350, 12 FAH-6 H-300, and 15 FAM 1010.

5 FAM 572.3  Facilities Manager (FM)

The FM is responsible for physical installations and compliance with 5 FAM 572.4.

5 FAM 572.4  Bureau of Overseas Buildings Operations (OBO)

The FM provides certification that OBO has reviewed and approved plans for television equipment installations when such installations require physical changes to the facility such as roof or external/load-bearing wall penetrations, rooftop waterproofing, runways and electrical wiring modifications.  See 15 FAM 640 Approvals Required for Repairs and Improvements.

5 FAM 572.5  Public Diplomacy Officer (PDO)

The PDO may provide and operate various types of television and satellite equipment in the performance of job-related functions, primarily in public diplomacy.  See 15 FAM 720 Residential Furnishings.

5 FAM 572.6  Information Management (IM) Staff

Inside the CAA, the information management officer, information programs officer, or other IM staff may be required to assist the FM in providing access to ducts and conduit.  Installation of equipment on the roof of a building containing a CAA must be approved by the IMO/IPO.

5 FAM 572.7  General Services Officer (GSO)

The GSO manages the procurement of television hardware, in accordance with applicable procurement requirements, and cable service.  The GSO may also contract television installation - as delegated from the FM through an Ariba purchase request.  Armed Forces Network  dish and cabling installation for Embassy or official residence should be contracted to a local vendor.  Technical issues with Embassy or official residence TV service should be routed through GSO procurement to work with vendor support.

5 FAM 573  Conditions of Installation

Post must ensure funds are available for the purchase, transport, and installation of antennas and ancillary equipment (e.g., TV monitors, satellite dish antennas, cabling, spare parts and maintenance), and for recurring (monthly/annual) service fees.
