6 FAM 1551 EXAMINING AUTHORITY AND EVALUATION

a. The ability to provide foreign language interpreting and translating services at a high professional level is distinct from language proficiency. Under 5 U.S.C. 1104 authority, the Office of Personnel Management (OPM) has delegated examining authority for evaluating foreign language interpreting and translating skills in the Department to the Office of Language Services (A/PRI/LS).
b. At the discretion of the A/PRI/LS Office Director, candidates for direct-hire or contract positions in all domestic Bureaus with significant translating and interpreting duties may be required to pass the appropriate A/PRI/LS skill test(s) to be deemed qualified or included on Certificates of Eligibles for hiring purposes.
c. In keeping with 14 FAM 221.3, overseas missions have authority over local acquisition of language services for their own use. Posts are encouraged to consult A/PRI/LS concerning selection and evaluation criteria for hiring interpreters and translators.
