We use persuasion and our influence as representatives of the United States of America in the protection of U.S. citizens/nationals and furtherance of U.S. interests.  This subchapter provides a brief explanation of some of the methods available to you, and directs you to Department of State guidance on the use of good offices, demarches, diplomatic notes, and other communications with foreign governments.

7 FAM 033  GOOD OFFICES

Representation by consular officers to foreign governments on behalf of U.S. citizens usually proceeds initially through the use of “good offices.”  The term “good offices” refers to informal, unofficial advocacy of interests through personal contacts and the friendly efforts of a consular officer.  The contacts we collectively develop over the years to assist citizens are invaluable since these are the people to whom we address our “good offices.”

A demarche is a formal diplomatic representation of one government’s official position, views, or wishes on a given subject to an appropriate official in another government or international organization.  Demarches generally seek to persuade, inform, or gather information from a foreign government.  Governments may also use a demarche to protest or object to actions by a foreign government.  See 5 FAH-1 H-613.

The Department of State’s Ready Reference Guide on Correspondence and Records, available on the Executive Secretariat InfoLink page provides guidance in the preparation of diplomatic notes.  Examples of demarches prepared on behalf of U.S. citizens abroad are available in the CA/OCS Intranet Reference Library.  5 FAH-1 H-600 provides further guidance on the use of diplomatic notes.
