Voting Forms and Motivational Voting Materials

a. The Federal Post Card Application (FPCA, Form SF-76) is a simultaneous registration and/or absentee ballot request used by U.S. citizens voting pursuant to the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA).  This form is accepted for use in every U.S. State or territory.

b. Form SF-186, the Federal Write-In Absentee Ballot (FWAB,), is a back-up ballot that can be used by UOCAVA citizens in general elections for Federal offices as long as the following three criteria are met:

(1)  The voter is located outside the United States or is a Uniformed Service member in the United States (this also applies to those with APO and FPO addresses);

(2)  The voter applied for a regular ballot by their state’s voter registration and absentee ballot request deadlines; and

(3)  The voter did not receive the requested regular absentee ballot from the State.

c.  Most states allow the use of the FWAB as a simultaneous voter registration, absentee ballot request, and voted ballot as long as the FWAB is received by their state’s absentee ballot request or voter registration deadline as applicable.  For states that do not allow the use of the FWAB as a simultaneous voter registration, absentee ballot request, and ballot, voters may submit a FPCA and a FWAB simultaneously as long as they complete the FPCA first.

Posts should download the most current FPCA and FWAB forms from FVAP.gov each election cycle and photocopy them.  Posts should maintain sufficient supplies of paper forms to use at voter outreach events or to assist visitors at the consular section during an internet outage.  Please see 7 FAM 1513, subparagraph (b)(3), for instructions on providing forms to voters.  While not recommended by CA/OCS, due to cost, post funds may be used to pay for pre-printed forms, which can be ordered through the GSA catalog or GSA Advantage website in accordance with each post’s normal government office supply purchase procedures.

7 FAM 1523  OTHER VOTING-RELATED MATERIALS

a. Voting assistance guides, motivational posters, election calendars, and Voting Wallet Cards are available from the Federal Voting Assistance Program at no cost to post. 

b. The voting action officer will collect post motivational voting materials orders in the year preceding an election.  The materials will be delivered via pouch in November or December of the year prior to an election.  If your post requires supplemental motivational materials, you may request them by emailing Vote@FVAP.gov with the types of materials you need, the quantity needed, and post’s pouch address.  Supplemental shipments generally take 1-2 months to arrive via pouch, if posts require additional motivational voting materials, they are available digitally at the Federal Voting Assistance Program web page and may be printed locally at post’s expense.  See also FVAP Outreach Materials.

c.  Posts should bear in mind that any materials it displays or uses for outreach, whatever their sources, must comply with the Hatch Act.  See 7 FAM 1560.
