Consular fly away team and crisis tdy checklist

NOTE:  THIS IS A LIST OF RECOMMENDED EQUIPMENT, DOCUMENTATION AND PROCEDURES TO BE USED WHEN RESPONDING TO AN OVERSEAS EMERGENCY.  EQUIPMENT NEEDS WILL VARY DEPENDING ON THE NATURE AND LOCATION OF THE CRISIS AND CONSULAR OFFICERS SHOULD ASSESS WHAT MAY BE NEEDED BASED ON THE SPECIFIC CRISIS.

7 fam 1810 appendix B   Steps to Take Before Going on a Consular Fly Away Team or Crisis TDY

a. Before joining a Consular Fly Away Team or Crisis TDY it is important to consult this checklist for items, documents, and equipment that may prove useful in the field while consulting with other offices for their support.

b. You should reach out to Consular Systems and Technology (CST) to ask what equipment and capabilities they can provide during a crisis (i.e., satellite communications terminals).  CST can also recommend additional resources and capabilities that may be useful for Overseas Citizen Services (OCS) for the ongoing crisis.

c.  Post's Emergency Action Committee (EAC) has the lead on the procurement of most crisis and disaster preparedness equipment in alignment with post's emergency action. Typically, post program funds are used to purchase equipment for fly away kits.

d. It is recommended that Fly Away Teams and Crisis TDY volunteers reach out to CA/EX for TDY travel and funding information, consular titles, and additional travel guidance. 

7 fam 1820 appendix B   OFFICIAL DOCUMENTS AND CONSULAR EQUIPMENT

a. U.S. Diplomatic Passport; Tourist passport;

b. Appropriate Foreign Visa required to enter the country, as well as any visas required for transiting en route to crisis location;  See Visa Information For Diplomatic and Official Passports;

c.  Both Department of State Identification Badges ;

d. World Health Organization Immunization Record.  Make sure to have all relevant inoculations for the crisis location and a sufficient supply of medication you will need to take with you, e.g., malaria pills.  Contact M/MED for information.  See also the CDC Travelers’ Health Vaccinations Page;

e. Travel Orders;

f.  Airline or other transportation tickets;

g. U.S. Government Credit Card (with PIN # for cash) or sufficient personal funds for travel needs to be reimbursed later as appropriate. (Financial transactions may be difficult to handle from the scene of a crisis and a lack of funds will increase your stress level and hinder your ability to help others.);

h. Cash in foreign currency if recommended by post in countries where ATM machines are not used;

i.  Hand impression and self-inked rubber stamp seal(s);

j.  Diplomatic Note paper;

k. Blank Emergency Passport Foils;

l.  Documentation that can be printed from the laptop computer:

(1)  Blank DS-5505 Privacy Act written consent forms;

(2)  Blank Forms Ds-5528 (Evacuee Manifest and Promissory Note) and DS-3072 (Repatriation/Emergency Medical and Dietary Assistance Loan Application);

(3)  Blank Travel Letters (8 FAM 1304.3; 8 FAM 1304.3-7 (Sample));

(4)  Blank Department of State Letterhead;

(5)  Consular contact reference materials; and

(6)  Consular family assistance materials.

7 fam 1830 appendix B   RECOMMENDED OFF-SITE SUPPORT AND ELECTRONIC EQUIPMENT

a. Smart Phone (Not to be used for sensitive transmissions);

b. Scanners and biometric devices for collecting passport and barcode information as well as facial and fingerprint collection that can send data to excel;

c.  Satellite phones for use when cell phones do not receive a signal;

d. Satellite data terminals, or similar commercial satellite communications terminal (requested from CST);

e. EMD laptop with broadband;

g. Cellular/Wifi pucks (tested to ensure international roaming is enabled).

h. Printer;

i.      Extra Batteries for all Above;

j.      Extension cord;

k.     Electric plug adapters.

a. Consular Affairs crisis name tag, shirt, pins, or other Consular Affaris recognizable paraphernalia;

b. Waterproof and cloth consular signs for posting;

c.  U.S. Flags, various sizes, including waterproof variations;

d. Consular Fly Away T-shirts, jackets, hats, vests, etc.;

e. Self Adhesive poster boards/sheets;

f.  Paper bracelets for identifying evacuees with verified documents/status;

g. Representation items (i.e. Token items:  Gift bag (for CA items), pins, coins, lanyards, etc.).

·        Pens;

·        Pencisls/mechanical pencils;

·        Paper;

·        3” x 5” cards (various colors)

·        Permanent markers

·        Duck tape masking tape, strapping tape;

·        Folding scissors, Swiss Army Knife (in checked luggage if bringing);

·        Flashlight, headlamp; batteries and charger if applicable;

·        Very basic First Aid Kit (Band-Aids, tourniquets, antiseptic, gauze, medical tape, ibuprofen, etc.) to treat minor injuries among fly away team members.

·        Backpack, shoulder bag, waterproof if possible;

·        Luggage.

a. Checklist of Support Team Goals and Objectives (To be prepared by OCS before team departs); 

b. Full briefing on status of crisis obtained through CA Crisis Management System (CACMS);

c.  Documentation that can be loaded onto or found through laptop use (i.e. DS Forms);

d. Copies of pertinent cables;

e. Phone lists and other important contact information;

f.  Emergency phone numbers for Department and Foreign Service post principals and other key contacts

g. 7 FAM 1800 Consular Crisis Management (removable hard drive and loaded on laptop);

7 fam 1870 appendix B   RECOMMENDED PERSONAL SUPPLIES

a. Don’t assume anything vital to you will be available at the Fly Away location;

b. Climate and job appropriate clothing; (Formal business and business casual attire as applicable;

c.  Personal medications.  Make sure you have enough prescription medication to last at least 30 days.  Nonprescription medications that you might want to include are:  Imodium, Pepto-Bismol; Aspirin, Motrin or Tylenol; Vitamins.

d. Eyeglasses (extra prescription pair; sun Glasses);

e. Contact lens solution and holder;

f.  Work boots and/or durable, comfortable work shoes);

g. Gloves (latex, surgical, heavy-duty gardening)

h. Headgear (hat and/or head covering for sun or cold weather;

i.  Face masks;

j.  Disposable ear plugs;

k. Insect repellant;

l.  Anti-itch medication for insect bites & skin irritation;

m. Space blankets;

n. Sun Block;

o. Nonperishable food items (energy bars, Meals Ready to Eat (MREs), canned or freeze-dried food);

p. Dietary specific requirements, as necessary

q. Manual can opener, bottle opener, corkscrew;

r.  Bottled water;

s.  Hydration device (CamelBak, reusable bottle);

t.  Situation Appropriate Water Purification Equipment/Instructions

u. Personal Credit Cards, ATM Card, traveler’s checks, cash (situation dependent - cash may be best alternative in some locations)

v. Driver’s license (international driver’s license, if available);

w. Umbrella or other wet weather gear (windbreaker, poncho, tarp, etc.);

x. Toiletries Kit Should Include

(1)  Razors;

(2)  Soap or shampoo;

(3)  Roll of toilet paper or small tissue packets

(4)  Hand cleaning packets; hand sanitizer, wet wipes;

(5)  Feminine hygiene products

7 fam 1890 appendix B  your role as a member of a fly away team

a. You may have significant relevant experience, or you may be more senior to the consular managers on the ground when you arrive.  Be aware that in many crises you may be asked simply to do “grunt work” or to report to someone subordinate to you.  Make your experience and skills known to the coordinator on scene but be willing and available to serve in any capacity needed, to include the lowest levels.

b. Be aware that when you travel to the scene of a crisis on official orders, you fall under Chief of Mission authority.  Your travel plans, such as date of departure or specific location of service, become subject to Chief of Mission approval.
