a. The Department provides funding to the Foreign Service Institute (FSI) through an annual budget to provide priority training to employees in support of the Department’s hiring plan and the Foreign Service assignments process, and to provide a base of training supporting foreign affairs-related work.

b. In the case of specially arranged sessions of FSI training programs (e.g., “bureau only” sessions, special delivery of a session overseas at post’s request, or additional hiring by bureaus above the Department hiring plan) outside of FSI’s planned schedule, the requesting bureau or post is normally expected to fund the program costs.

c.  Training and instruction for non-State Department participants shall be provided on a reimbursable or advance-of-funds basis.

d. Such reimbursements or advances to the Department shall be credited to the currently available applicable appropriation account in accordance with the Economy Act, 31 U.S.C. 1535-36 (authorizing interagency furnishing of goods and services on a reimbursable basis).

e. The Department may not obtain reimbursement for training if funds are already provided explicitly for such purpose in its appropriation.

f.  Tuition is recalculated at least annually and all agencies are notified in advance of rate changes.

g. Special tuition charges are made for tutorial and other specially arranged training.
