a. Section 701 of the Foreign Service Act of 1980 (22 U.S.C. 4021), as amended, authorized the Foreign Service Institute (FSI) to provide job-related training, on a reimbursable basis, to a U.S. person under contract to provide services to the United States or to any employee thereof that is performing such services (see 13 FAM 602.2).  These individuals are commonly referred to as third-party contractors or contractors.

b. Department designated mandatory training for contractors is located on the OpenNet Training Dashboard.

c.  The FSI Course Catalog will indicate in the “Audience” description if contractors are eligible to enroll in a course. Contractor enrollments are approved on a space available and reimbursable basis.

d. As stated in 13 FAM 602.2  paragraph b, tuition for training on the Department’s proprietary systems may be waived for contractors. The course enrollment procedures in the FSI Course Catalog will note if tuition is required. The contract company may fund the training, and bureaus are permitted to pay for the training when appropriate.

a. Offices requiring training for third-party contractors must consult with the appropriate Contracting Officer through the Contracting Officer’s Representative prior to the contractor initiating an FSI request for enrollment.

b. The Contracting Officer and/or Contracting Officer’s Representative must review the terms and conditions of the covering contract to determine if training offered through the Department of State is authorized and what payment mechanism will be used if applicable.

c.  The Contracting Officer’s Representative is responsible for notifying the contractor and the Bureau’s Training Officer of the Contracting Officer’s decision and retaining any formal documentation as required by the contract.

d. Once the Contracting Officer’s written approval is received, the contractor may apply for the FSI course via the FSI Course Catalog.

e. The Bureau's Training Officer will be required to approve the training in most cases. FSI’s training application requires the Bureau Training Officer to acknowledge that the contractor is eligible for the training and all necessary contract coordination has been complete prior to applying for a course.

f.  FSI’s Enrollment, attendance, and completion policies are provided on the Office of the Registrar website.
