b. If the DPO mailroom staff suspects rifling (tampering) during the processing of mail of a parcel without a USPS tracking number, the staff will immediately notify the DPO supervisor, and the supervisor shall submit a Postal Offense Report in ILMS DPO within 72 hours.

c.  When mail not containing a USPS tracking number does not arrive at post, or when mail arrives at post and appears to have some or all of the contents missing, customers may also file a report via the U.S. Postal Inspection Service (USPIS) portal, or via telephone at 1-877-876-2455.  See the ILMS DPO Training Guide for guidelines on how to submit a Postal Offense Report.  The ILMS DPO Training Guide is available on the ILMS-DPO Home Page.  For additional guidance, please visit the ILMS Self-Service Portal and open an ILMS Support Desk ticket to DPM for assistance.  Please note that if this is your first time using the ILMS Self-Service Portal, you will be required to first create a ServiceNow account.  To do so, navigate to the Self-Service Portal through ILMS (OpenNet | Go Browser).  We highly recommend saving these links as bookmarks for future use.  Once there, select the “DPM/DPO/MMS AnswerPerson Policy Request card located in the bottom-right corner.
