a. For guidance on furniture, furnishings, appliances, and equipment (FFA&E) for dedicated housing, see 6 FAH-5 H-512.5 paragraph f. Each U.S. Agency for International Development (USAID) mission must have a written policy standardizing FFA&E requirements for USAID’s dedicated residence. USAID missions must not procure items for representational use based on personal preference. However, if the mission director's residence is a part of the Embassy's Furniture and Appliance program (FAP), a written policy is not required.
b. USAID may approve and fund uncrested representational supplies and other tableware deemed necessary for the USAID mission director. 15 FAM Exhibit 781 lists authorized items that may be provided by USAID for USAID mission director residences:
(1) USAID missions are responsible for ordering uncrested china, uncrested glassware, and other representational items for mission directors directly from vendors. Quantity and types of items are specified in 15 FAM Exhibit 781. The Overseas Management Division, Office of Management Services, Bureau for Management, USAID/Washington (USAID/W-M/MS/OMD) must approve any deviation from the authorized representational item list;
(2) For mission director residences that includes staff quarters with work/break rooms, USAID may provide FFA&E for household staff in these rooms only. Such requests should be submitted to USAID/W-M/MS/OMD. No ICASS funds may be used for this requirement;
(3) Prior to or during a draw-down or closure, the mission must put a hold on any procurement requests for representational items; and
(4) For USAID mission closings and evacuations, USAID missions must request instructions from USAID/W-M/MS/OMD.
15 FAM 782 Procedures for Annual Inventories

a. USAID missions must submit to USAID/W-M/MS/OMD an annual inventory of all U.S. Government-owned (GO) property in the mission director’s residence, with a certification of inventory signed by the USAID mission director, even those residences that are a part of the Embassy's FAP. If a residence is unoccupied, the accountable property officer should submit the form and the certification. ICASS service providers managing USAID-owned or dedicated properties must ensure that USAID missions are provided this inventory report in a timely manner to enable the missions to meet the report deadline (see 14 FAM 415.2-3).
NOTE: Some USAID posts do not have formal mssion directors, but have senior representatives such as a country representative, who may occupy dedicated housing and/or have representational duty expectations. In such situations, the annual inventory reporting requirement applies to the senior representative.
b. The inventories should include all non-personal FFA&E, property on loan from other agencies, security equipment, and installed equipment. Inventories should be submitted by March 15 of each year. Regardless of funding source, the total value of FFA&E must not exceed $80,000. If it exceeds $80,000, a written explanation must be provided by the Mission to USAID/W–M/MS/OMD for USAID/W–M/MS/OMD review.
NOTE: USAID/W-M/MS/OMD will review the maximum value limit every five years, or as deemed necessary, if earlier, based on factors such as inflations and furniture costs in the Department of State's Worldwide Residential Furniture program.
c. In calculating the total inventory value subject to the limitations, exclude built-in cabinets and clothes closets, installed equipment (hot water heaters, cooling and heating units, generators, etc.), and packing, crating, and shipping costs. Also exclude chinaware, glassware, silverware, kitchen utensils, and linens as listed in 15 FAM Exhibit 781. Exclude draperies if there is a post drapery policy in place and the residence complies with that policy.
d. Each USAID mission director must submit the following signed certificate to USAID/W–M/MS/OMD by no later than March 15 of each year:
I certify that the total inventory value of all U.S. Government furniture, furnishings, and equipment assigned to and/or located in my official representational quarters as of Month/Date/Year, did not exceed $80,000.

a. Furniture and furnishings are expected to span through multiple occupant assignments and must last until the scheduled replacement cycle for post, or in the absence of a post specific policy on replacement cycle the general replacement cycle outlined in 6 FAH-5 H-510. Based on the age of the FF&E and the replacement lifecycle of these items, USAID/W–M/MS/OMD will review and approve FF&E refurbishments and/or replacement of furniture and furnishings.
b. USAID/W–M/MS/OMD supports requests for unscheduled replacement of furniture and furnishings. However, USAID/W–M/MS/OMD has the final decision authority on whether to grant such requests based on available resources.
c. Occupants are personally responsible for the proper use and care of U.S. Government property while serving at post. Occupants could bear personal financial responsibility for: damage to structures, grounds, or furnishings by pets, children, smoking, or blatant disregard for proper care of furniture and furnishings that is not normal wear and tear.

A count of all items must be maintained with due regard for normal breakage. Items listed under item “J” must be included within the dollar limit for the USAID mission director (see 15 FAM 782 paragraph b). All items listed below are not included in the dollar limit. If the count exceeds the maximum recommended quantity, a written explanation must be provided by the Mission to USAID/W–M/MS/OMD and USAID/W–M/MS/OMD for review.
Missions should take into account the seating capacity of the formal dining table as well as the kitchen and the entertaining areas as the basis for place setting allocations and representational supplies.
