The title of the volume 20 FAM Data Policy will be renamed to Data and Artificial Intelligence.

20 FAM 102.1-1(B) Chief AI Officer (CAIO) Roles and Responsibilities-Per OMB M-24-10, the primary role of the Chief Artificial Intelligence Officer (CAIO) is coordination, innovation, and risk management for their agency's use of AI specifically, as opposed to data or IT issues in general. In alignment with Section 6303 of the FY 2023 Department of State Authorization Act, the Department's Chief Data and AI Officer (CDAO) performs the roles of both CAIO and Chief Data Officer (CDO), consistent with 1 FAM 044. Executive Order 14110 tasks the CAIO with primary responsibility to coordinate the Department's use of AI, promote AI innovation, manage risks from the use of AI, and carry out the Department's responsibilities defined in Section 8(c) of Executive Order 13960 and Section 4(b) of Executive Order 14091.

20 FAM 302.2-6 AI Risks and Risk Management-The Department is required to implement minimum practices to mitigate risks from the use of AI, and particularly risks to the rights and safety of the public. The requirements to manage risks from safety-impacting AI and rights-impacting AI are detailed in OMB-24-10, Section 5(c) and rewritten for the Department in 20 FAM 302.2-6. This is a crucial update to ensure AI-users across the Department understand the safety-impacting and rights-impacting AI definitions, requirements to mitigate associated risks, and how obtain additional guidance and support.
