14 FAH-5 H-621 dpo mail sealed against inspection

No person may open, read, search, or divulge the contents of mail sealed against inspection, even though such mail may contain criminal or non-mailable matter of evidence in the commission of a crime, except in the following circumstances:
(1) When the DPO supervisor acts with the consent of the addressee or sender; or
(2) When the regional security officer (RSO) or the USPS Postal Inspection Service executes a search warrant.

No person may open, read, search or divulge the contents of mail not sealed against inspection, except in the following circumstances:
(1) When such action is authorized with respect to mail sealed against inspection (see 14 FAH-5 H-621); or
(2) When the DPO supervisor suspects that the mail contains non-mailable items, the supervisor shall follow the instructions listed below in 14 FAH-5 H-623.
14 FAH-5 H-623 DISPOSITION OF Non-mailABLE ITEMS

a. When non-mailable items described in USPS Publication 52 are detected at a Diplomatic Post Office (DPO) or if any items do not pass the Global Trade Compliance (GTC) check, the DPO supervisor shall withdraw and retain the item(s) at the DPO, pending disposition instructions from the Office of Diplomatic Pouch and Mail (A/LM/PMP/DPM), unless the item poses an immediate danger to the DPO facility. The DPO supervisor shall report immediate threats to the RSO and Postal officer for guidance.
b. If the Postal officer determines that non-mailable matter is dangerous to persons or property, or constitutes a postal offense, the Postal officer shall send an email describing the matter to the RSO and to the regional DPO desk officer.
c. The DPO supervisor shall:
(1) Report postal offenses via ILMS DPO within 24 hours;
(2) Return non-mailable matter to the sender or dispose of it as instructed by the Postal officer; and
(3) Advise the sender and addressee of the final disposition of the non-mailable matter.
